Fouodzing Mbord, a 49-year-old Maryland resident, was sentenced in Superior Court for physically abusing a vulnerable adult under his care in November 2023. The sentencing was announced by U.S. Attorney Jeanine Ferris Pirro.
Mbord pleaded guilty on August 29, 2025, to one count of abuse of a vulnerable adult – injure or threat to injure. The prosecution requested that he serve 180 days in jail. Superior Court Judge Errol Arthur imposed a sentence of 180 days but suspended it in full, placing Mbord on probation for one year.
According to evidence presented by the government, Mbord worked as a home health aide for the victim, who required round-the-clock care due to his inability to care for himself. On November 19, 2023, Metropolitan Police responded to an apartment in the 100 block of I Street, SE, after receiving a report about the abuse of a bedridden adult who had suffered a stroke. Officers spoke with the victim’s sister at the scene. She told police she had installed security cameras in her brother’s home out of concern for his well-being.
Footage from these cameras showed that on November 12, 2023, Mbord struck the victim on his backside while cleaning him. After viewing this footage, the victim’s sister confronted Mbord about hitting her brother. He explained that he did so because the victim passed gas in his face during cleaning and threatened to repeat the action if it happened again. On November 16, 2023, while monitoring the security camera feed, the victim’s sister saw Mbord raise his hand and strike her brother again while he was naked.
Mbord was arrested on November 20, 2023.
Inspector General Daniel W. Lucas of the D.C. Office of the Inspector General joined U.S. Attorney Pirro in announcing the sentencing.
“In announcing the sentence,” said U.S. Attorney Pirro and Inspector General Lucas jointly, “U.S. Attorney Pirro and Inspector General Lucas commended the work of those who investigated the case from the Metropolitan Police Department, the DC OIG’s Medicaid Fraud Control Unit and the U.S. Attorney’s Office for the District of Columbia. They also acknowledged Special Assistant U.S. Attorney Emmanuela Charles, who prosecuted the case, while on detail from the DC-OIG.”
