D.C. man charged with felony murder in August shooting

Richard Holmes, a 35-year-old resident of Washington, D.C., has been arrested and charged in connection with a homicide that took place on August 26, 2025, in Southeast Washington. The announcement was made by U.S. Attorney Jeanine Ferris Pirro.

Holmes appeared before Superior Court Magistrate Judge Heide Herrmann on September 24, 2025. Judge Herrmann determined there was probable cause to believe Holmes committed first-degree murder while armed (felony murder) and ordered him held without bond until a detention hearing set for October 8, 2025.

Court documents state that Holmes allegedly shot and killed Franck Foute Mohdjiom, age 31, during an attempted robbery before fleeing the scene. On September 23, members of the Metropolitan Police Department’s Fugitive Unit took custody of Holmes at the D.C. Jail where he was being held on an unrelated charge.

Chief Pamela Smith of the Metropolitan Police Department joined U.S. Attorney Pirro in making the announcement.

The case is under investigation by the Metropolitan Police Department and is being prosecuted by Assistant United States Attorney Christopher Carson.

“These charges are merely an allegation and all defendants are presumed innocent until proven guilty beyond a reasonable doubt in a court of law.”
