District man sentenced for ramming marshal’s vehicles during high-speed pursuit

Joshua Rosser, 28, from the District of Columbia, was sentenced to eight months in prison for intentionally ramming a U.S. Marshal’s vehicle and leading law enforcement on a high-speed chase that resulted in another collision with a second law enforcement vehicle. The sentencing took place in U.S. District Court, as announced by U.S. Attorney Jeanine Ferris Pirro.

Rosser entered a guilty plea on October 7, 2025 before Judge Loren L. AliKhan to charges of federal misdemeanor assaulting, resisting or impeding certain officers and D.C. Code felony fleeing from law enforcement. In addition to his prison term, Judge AliKhan ordered Rosser to serve 12 months of supervised release on the federal count and three years of supervised release on the D.C. count. He was also directed to pay $4,528.92 in restitution for damages caused to law enforcement vehicles.

According to court records, the incident occurred on September 2, 2025 when officers noticed an SUV with heavily tinted windows and a counterfeit Texas Buyer’s Tag while patrolling in unmarked police vehicles. After verifying that the tag was fake, officers tried to stop the SUV. An unmarked U.S. Marshals Service (USMS) vehicle carrying four Deputy U.S. Marshals activated its emergency lights and blocked the SUV from the front, while an unmarked U.S. Park Police (USPP) vehicle with two USPP officers positioned itself behind and activated its emergency equipment.

As one USPP officer exited his vehicle, Rosser accelerated quickly and crashed into the USMS vehicle with four deputies inside before speeding away in his SUV. Officers pursued him using lights and sirens as he reached speeds over 80 miles per hour and drove against traffic on one-way streets.

During the chase, Rosser’s SUV struck another USMS vehicle occupied by three Deputy U.S. Marshals; one deputy sustained injuries from this collision. Despite this second crash, Rosser continued attempting to escape until his SUV stopped about ten minutes later and he was taken into custody.

The case involved investigations by multiple agencies including the U.S. Marshal’s Service, U.S. Park Police, FBI Washington Field Office, and Metropolitan Police Department; Assistant U.S. Attorney Jared English prosecuted.
