District man sentenced to prison for possessing modified Glock pistol

Andre Foster, a 49-year-old resident of the District of Columbia with a prior felony conviction, has been sentenced to 15 months in federal prison for possessing a modified Glock 19 pistol. The announcement was made by U.S. Attorney Jeanine Ferris Pirro.

Foster entered a guilty plea on October 24, 2025, before Judge Amy Berman Jackson to one count of being a felon in possession of a firearm and ammunition. In addition to his prison term, he will serve three years of supervised release.

Court documents state that on April 15, 2025, Metropolitan Police officers and emergency medical workers responded to the 2500 block of Sheridan Road, SE, after receiving reports about an unconscious man on the sidewalk. As EMT personnel provided assistance and Foster regained consciousness, officers noticed a firearm sticking out from his right jacket pocket.

The weapon was identified as a Glock 19 9mm handgun equipped with an extended magazine loaded with fourteen rounds and one round in the chamber. The gun had also been altered with a device known as a “giggle switch,” enabling it to operate as a fully automatic machine gun.

Foster had previously been convicted for attempted distribution of cocaine and was sentenced in Superior Court to three-to-nine years in prison. Due to this conviction, he was legally barred from possessing any firearms.

The case was investigated by the Metropolitan Police Department with support from the Bureau of Alcohol, Tobacco, Firearms, and Explosives Washington Field Office. Assistant U.S. Attorney Peter V. Roman prosecuted the case.
