Raymond Dodd, a 51-year-old resident of Washington, D.C., was found guilty by a Superior Court jury on March 23 of kidnapping, strangulation, and assaulting his romantic partner in an incident that occurred in March 2024, U.S. Attorney Jeanine Ferris Pirro announced on Mar. 24.
The conviction follows an incident where Dodd held his romantic partner captive inside their apartment at 1300 H Street NE. According to the government’s evidence presented at trial, the altercation began with an argument during which Dodd slapped the victim and ordered her into the bedroom.
Inside the bedroom, prosecutors said that Dodd tied the victim’s hands behind her back and then bound her hands to her ankles before placing her on the floor. He wrapped a scarf around her face so tightly that she had difficulty breathing. The evidence also showed that he struck her again and urinated on her head. After several hours passed and as Dodd fell asleep, the victim managed to free one leg and hopped to a neighbor’s apartment for help while still bound.
Interim Chief Jeffery Carroll of the Metropolitan Police Department joined Pirro in announcing the verdict. The case was investigated by officers from the Metropolitan Police Department and prosecuted by Assistant United States Attorneys Anne Cotter and Randy Fultz.
Sentencing for Dodd is scheduled for May 29 before Superior Court Judge Carmen McLean.
