Maryland man charged with second degree murder after fatal D.C. stabbing

Shawn Conway, a 50-year-old resident of Oxon Hill, Maryland, has been charged with second degree murder while armed in connection with a fatal stabbing that occurred in Washington, D.C. The announcement was made by U.S. Attorney Jeanine Ferris Pirro.

The charge follows a preliminary hearing held on February 18, 2026, in the Superior Court of the District of Columbia. Judge Dayna Dayson found probable cause to proceed with the charge against Conway and ordered that he remain detained at D.C. Jail.

Court documents indicate that around 3:53 a.m. on September 13, 2025, emergency services received calls reporting a stabbing victim outside 2000 14th Street NW. Responding officers found an unconscious male suffering from sharp force injuries on the sidewalk at that location. The victim was identified as Jermaine Foster.

Foster was transported by District of Columbia Fire and Emergency Medical Services to Howard University Hospital, where he was pronounced dead at 4:41 a.m., despite efforts to save his life.

Investigators used witness statements, social media posts, and surveillance video footage to identify Conway as the individual allegedly seen stabbing Foster multiple times.

Interim Chief Jeffery Carroll of the Metropolitan Police Department joined in announcing the charges. The case is being investigated by the Metropolitan Police Department and prosecuted by Assistant U.S. Attorney Nebiyu Feleke.

“A complaint or indictment is merely an allegation. All defendants are presumed innocent until proven guilty beyond a reasonable doubt in a court of law,” officials stated.
