Randall Cornell Mack, 42, of Washington, D.C., was arrested on September 2, 2025, and arraigned the following day in connection with the May 2, 2025, killing of Steven Stewart. According to an announcement from U.S. Attorney Jeanine Ferris Pirro, Mack faces charges including conspiracy, robbery while armed, first-degree murder while armed (felony murder), possession of a firearm during a crime of violence, and unlawful possession of a firearm due to a prior conviction.

Mack and his co-defendant Phillip Palmer were indicted on August 6, 2025. Palmer was previously arrested under this indictment on August 21, 2025. Both defendants are scheduled for a detention hearing before Superior Court Judge Todd Edelman on September 19, 2025.

Prosecutors allege that on May 2 at approximately 12:44 p.m., Mack and Palmer entered Steven Stewart’s apartment at 633 21st Street NE. The government states that Stewart, who was 61 years old and relied on a wheelchair or walker for mobility outside his apartment, was robbed and then shot multiple times at close range.

The announcement notes that Mack has a prior murder conviction from 2010. His probation was revoked in 2011 and he received a sentence of between twelve and thirty-six years. He was paroled in 2019; however, his parole was revoked again in 2024 before he was released once more. At the time of the new alleged offense, Mack remained under parole supervision through to the year 2037.

Chief Pamela Smith of the Metropolitan Police Department joined U.S. Attorney Pirro in making the announcement. The case is being investigated by the Metropolitan Police Department and prosecuted by Assistant United States Attorney Stephanie Dinan.

“An indictment is merely an allegation, and all defendants are presumed innocent until proven guilty beyond a reasonable doubt in a court of law,” stated officials.
